The field carpet changes most years based on the game. In 2013 it was more gray, in 2012 it was more brown, if I remember correctly. Since all regionals need to provide a regulation field, and the regulation carpet changes, it's up in the air whether the same carpet is worth storing for a year.

In the larger scope, someone may be able to better speak to this, but regionals can cost hundreds of thousands of dollars to put on. $1400 of carpet (that might be donated anyway) is one of the smaller expenses.

Plus it improves area teams to have the carpet circulating for offseason events or week zero events in future years.
