Nope, as according to 3.2.7 Human Actions, Rule G38:

HUMAN PLAYERS may not pass the BALL to a HUMAN PLAYER in another HUMAN PLAYER AREA (passing the BALL within an ALLIANCE STATION or HUMAN PLAYER AREA is permitted).
