Edit: It's listed in the "Where to get more" document from FIRST. The source is ebm-papst, the company that donates the fans, and is listed as "not available for purchase." I searched the manufacturer's web site for 'ICE Cube' and got nothing.
Oooohhhh I think that's one of the things that were mentioned in the kick off video; something about active cooling of motors and an all aluminum heat sink for CIMs. I may be entirely wrong, but IIRC that's what it is.
