Tank Drive Throttle Position

So as I was coding I ran into a little bit of a problem. The code that I am writing requires me to know the desired vehicle speed (i.e Joystick Throttle Position), and the problem is, how do you determine what that is? Is it the value of joystick 1, 2, or somewhere in between? I was considering using the average of the absolute value of both. I almost want to say that it can be modeled by a differential equation. Is there a better way? Thanks in advance.
