Change the rules? No. 190 built an edge case that was designed to break the game, and the GDC simply clarified that they would indeed recieve a <G22> penalty each rotation of the arm. Though, at their first event, it wasn't called that way and their robot still wasn't overly competitive compared to more "traditional" designs.

One could argue that their robot actually never moved in a clockwise direction, thus not violating the rule.
