I found that when we moved from paper scouting to a direct electronic input method for the quantitative data, the scouts perked right up.

I also had every active scout pick red or blue before every match they scouted at our first event and gave a prize at our post-season party to the most accurate (>10 matches), but that didn't seem to have as much effect as making the mechanics more fun.
