Full wording from the subsection in that rule from the manual accessed a few minutes ago (not sure if this was added, but how I interpreted it from the start. Emphasis mine

Rule 3.1.4

"Points are awarded once per CYCLE for BALLS SCORED by ROBOTS in the GOALS, BALLS SCORED by ROBOTS over the TRUSS, and for each ROBOT CATCH and as each objective is achieved. Additional points are credited to an ALLIANCE upon each GOAL based on the number of ASSISTS earned by the ALLIANCE for that CYCLE."

You only have the opportunity to get points for a truss throw, truss catch, and goal score (obviously) once per cycle. You get the points for each when the action is completed. Assists are awarded as bonus points when the cycle is completed (ball is scored in a goal). Assist points "earned" mid cycle when the timer expires do not add to your score, while a last second truss shot would.
