Does the DriverStation say that there is communication? I also recommending using more than one laptop to trouble shoot with, find another laptop and see whether that can work with the cRIO. If not then I'd recommend reinstalling Windriver. Good luck, if it's any help. You seem to have completed all the steps. To upload code.
You are also a 3000 team, I believe if you have another cRIO, try uploading code to that one to see if it also works.
