In a low light situation, the camera and sensor can operate by producing dark frames at 30fps, or it can attempt to produce a better image by degrading the framerate. At least in older Axis cameras, this was controlled by the exposure priority setting. This setting also determined whether they would increase the gain on the sensor. This would increase sensitivity but noise would increase as well.
