I haven't watched the video (although I definitely intend to when I get a chance), but I do think as a scout you shouldn't bother tracking actual assists... just "assist opportunities." For your example, I'd give one "assist opportunity" to both Robot X and Robot Y... since both participated in an exchange that only didn't become an assist because the ball went unscored. Depending on why Robot Y never scored it, if I was scouting Robot Y, I might also make some comment about their scoring.
I also think it'd be useful to track "assists (received)" vs "assists (initiated)"... a robot that is good at initiating an assist may (or may not) have a unique set of skills from a robot that is good at receiving an assist. Because of this, it'd be helpful in pre-match strategy and alliance selection to know which robots are good at which.
I think I would even go so far as to tally multiple assists for a robot that does multiple "assists" in one cycle... i.e. Robot X passes to Robot Y, and then Robot Y passes back to Robot X.
Karthik's distinction is a good one to make... I haven't really thought much about scouting so far!
