The PWM source from the DS is not zero impedance. There's a series resistor. You draw more current, you drop more voltage.

The PWM input to the motor controller requires enough current to light up the LED in the photocoupler.

Don't know for sure about the Talon, but there's a 150 ohm resister in series with the photocoupler LED circuit in the Jag. There needs to be enough voltage at the input to push enough current through that resistor to light up the LED.
