Have you Created the references to the Solenoids yet?

Assuming you have, The values you are using are for a Double Solenoid.
Make sure you that, when you created the references, you set the solenoids to double.
If they are Single Solenoids, Use the On/Off Values.

Also, are you sure you are getting data from your joystick?
Make sure that you look on the Default Dashboard, under the 2 Graphs in the center, there should be some lights that indicate the button presses.
