After being an inspector at 2 regional competition and Championship event last year, I can safely say that robots with multiple mechanisms (which the robot only use 1 at a time) will be weighted by what goes on the field at a time. As long as your robot is under 130 lbs when you get on the field, you are ok.
It doesn't make sense for FIRST to tell teams to weight everything at once. Spare motors and other spare parts can be viewed as components the robot will be using, so that would mean putting 20 motors and 20 batteries on (if you have that many) and weight with the robot at the same time.
