Use the Windows Task Manger to end the Imaging Tool process. Then it would be a good idea to restart Windows, because things might not be completely stable afterward.

I've had "stuck on waiting for reboot" issues a few times this year. Every time, I found an extra IP address had been added to the wired network adapter (probably by the Bridge Configuration Utility). Going into the IPv4 properties' "Advanced" settings and removing the extra address has always made it work for me.

It's is generally discouraged to try to format a cRIO over a wireless connection. The usual advice is to disable every adapter other than the single wired one that should be connected to the D-Link router, with the cRIO also connected to the router.
