Hot goal detection

There has been a bit of discussion on my team this past week as to what you're supposed to track in order to detect the hot goals. From what i have read online it would appear that in order to detect whether a goal is hot or not, you can track the reflective tape on the driver station plexi glass. If the horizontal tape isnt there (not reflecting the light back because it is rotated) than the goal isnt hot (or is hot, cant remember right now) and that the big led lights around the goals are for spectators. However some of the others on my team think that you must track the big led lights around the goals to tell if the upper goals are hot, and that the relective tape that moves depepnding on hot or not, is only whether the low goals are hot or not. Any idea on which it is?
