It sounds to me like your driver station IP isn't set to 10.3.35.9.

In order for your computer to know how to reach an IP address like 10.3.35.2 (The cRIO), you have to be on the same subnet as the device. The D-link doesn't have a DHCP server so it won't assign you an IP address on the correct subnet.

To fix this you need manually set IP address of the driver station to a correct IP address like 10.3.35.9.
On the driver station go to the 'Network and Sharing Center.' Click change adapter settings. Right click the correct adapter (whatever your wireless card is) and click on 'properties.' Double click 'Internet Protocol Version 4.' Here is where you should set the ip to 10.3.35.9 and subnet mask to 255.255.255.0. You should leave the default gateway and DNS server empty.

If this doesn't work then double check connections between the radio and the cRIO. Re-imaging the radio couldn't hurt and trying to ping the cRIO is a good idea.
