You can't, well not to a point where you can make it look good (especially if you rendered it in a smaller quality)

When you render you are able to choose the size.

Here's how to do it. When you go to render, your rendering options screen will pop up. There you will see a section for resolution. There will be a area where you can type the resolution, or there are I believe 6 buttons that you can push for the resolutions 640 x 480 is one of those buttons. From there you render and you will already have your resolution set.
