Ok, after formatting, re-installing OS and me personally taking over installation task it finally worked and installed correctly.
I don't know what happened but I am figuring that it's kind of like when your engine is making a noise so you take it to the mechanic and it suddenly stops making the noise, that or the kids had a corrupt file somehow. Everything
appears to be working correctly now thanks for the input!
