As one of the refs in that match, I double-checked that with the Head Ref afterwards. Turns out it bounced off of an alliance partner on the way in--which DOES make it a goal, under 3.1.4.B. (I didn't necessarily see that part of it, as I was concentrating on something else at the time.)
