G12 needs two penalty levels. I can understand a 50 point penalty if a robot picks up an opponents ball, but contact with the ball that is marginal should be a smaller penalty.
Here's a case in point:

The ball bounces off the red defender while the defender was trying to play robot defense against a blue robot. The result was a 50 point penalty that turned a 34 point win into a 16 point loss.
