Uninstalling Labview

I've gotten my Labview computer in a state where I can no longer install the latest Labview, or uninstall the previous version of Labview (Uninstall for National Instruments not in Control Panel).

Is there a way to clear Labview off my computer so I can install the latest version?

If not, how do we get support for Labview from National Instruments?
