We just created a website this year. We ended up using Joomla and found a free hosting website-- a basic template was downloaded and all the css, layout, bottons/menus, and animations were coded to suit the team. It doesn't look the best, in my opinion, but it suits our purposes.
I'd say the biggest thing is typography-- changing the text font/size can make the whole website look different without completely redoing previous work.
