Scholarships at Off-season Events

I'm looking for information about how teams offer scholarships at off-season events.

What process do you have to do in order to ensure everything is legal?

Are there tax rules to follow?

Do you offer the scholarship through your school, or another entity?

Does it have to be offered through a 501C3?

Please tell me all that you know!
