Try swapping the PWMs for the victors before removing them. Since you have a new DSC, we need to track it down to the PWM cable, victor, wiring, or motor. Keep swapping out pieces of the puzzle. Don't toss out the victors that you swap out quite yet. Most of the time when you are swapping motor controllers you are under a time crunch (prepping for or at a competition). Hang on to and test the controllers when you have adequate time to fully test and possibly fix them (for off-season use only)
It's surprising how many speed controllers over the years I have found to be operational that were initially deemed "bad".
