Position PID on a Jaguar is not hard to get working well. That's what would be needed for swerve steering.
On the other hand,
velocity PID on a Jaguar is
much harder to do. Fortunately, once you understand why it doesn't work the way it "should", tuning it becomes a lot less frustrating.
