I hope not.
It seems like when FIRST uses any other first seeding sort besides Win/Loss/Tie, all it does is make strange and confusing strategies develop. For example, see 6v0 matches in 2010 and alliances fighting against themselves in 2012 because some members wanted to coop balance and some didn't. FIRST can't even fully control the game-play of two alliances on the field, and they never will be able to do so, so I hope they are done trying. The dynamics of a 3-alliance game are many times more complex than those of a 2-alliance game, and any attempts by FIRST to dictate what teams should or should not do in these situations will probably only cause more pain and confusion in my opinion.
