You might want to be careful with that statement. You don't automatically get into a UC that you have applied to, you are just guaranteed a spot in a school that's a part of the UC system. If what you said were true, then everybody in the top 4% (top 9% at my school) would just apply to Cal (or UCLA or UCSD) and nowhere else.
