Wouldn't it be a really good idea to add a buck-boost convertor before it? This way, those pesky voltage spikes and drops won't do anything to it. The voltage in batteries can easily dip below 9.6v during competitive maneuvers! It's just about timing when all the motors turn on on the robot at the same time
