I'm guessing the 3x3x60 box has a roll of retroreflective material or some other sort of sheet that needs to be rolled up. I don't think it's bumper material because it's generally pretty easy to get, unless they've decided that they didn't like different materials (i.e., sailcloth, pleather, etc.) and want to standardize, but I don't imagine that being the case.
