Contains some additional downloads that I was unable to find for my previous post.

To answer the original question, install the development tools and/or updates.
Plug the roboRIO into a Windows laptop using a USB cable.
Use the roboRIO imaging tool to update it to the latest image.
You will also want to image radio, potentially camera, PDP, PCM, etc.

It really isn't that different from previous years.

I'd recommend following a tutorial on Screensteps or in the LabVIEW Getting Started page if you aren't very familiar with the tools.
