The PSoC kit linked in this thread (www.cypress.com/CY8CKIT-049-42xx) will NOT be able to communicate with the driver station, at least without some serious custom development on the PC side. According to the documentation of the interface chip on that board (CY7C65211-24LTXI):

The driver station only supports HID devices, so this board can't do the 'I' either. I don't know if the Leonardo can support the output.
