I didn't see where the roboRIO firmware was installed in your instructions. It should be installed per R45 and https://wpilib.screenstepslive.com/s...borio-firmware

Also, imaging is strongly recommended over USB rather then ethernet per https://wpilib.screenstepslive.com/s...g-your-roborio. This would also solve the IP address troubleshooting you went through.
