Dimensions in the game manual are approximations and not necessarily the actual accurate measurement.
Here are the Game Specific drawings, and on page 40 it shows the plywood base for the scoring platform, and in Section 2.1.3 of the Game Manual, it states that the scoring platform is covered in white HDPE, though curiously I couldn't find any thickness anywhere. As well, it does state that it's a 7.125" long, 16* incline, which by trig gives the 1.96" value.
