<R3> A. Robot Height

According to <R3>

Quote:

The ROBOT must satisfy the following size constraints:
A. during a MATCH, the ROBOT height may not exceed 78 in.

Is this dimension relative to the floor or to the normalized lowest point of the robot.

For example, if a robot that was 78" tall drove over one of the scoring platforms. Would that robot be in violation of <R3>?
