Canada Customs raises red flags for stuff that is worth hundreds or thousands of dollars and yet its value is declared as 0 (because the recipient got it for free as it was donated by manufacturer. Customs expect the end user to pay the federal and provincial sales tax (and potentially more if it is not made in North America) as a minimum on the fair market price of the items. Hence the sales tax that is added on reflects the fair market price. I presume that money collected by Andymark flows to the broker they used to clear the package (Fedex's) to the Canadian government.
If you are a Canadian school, or a registered charity community team you can claim the most of it back.
