the RSL is solid when not enabled and blinks slowly when enabled.
we followed the wiring instructions here
https://wpilib.screenstepslive.com/s...control-system. 3 different people independently went through the directions and verified the wiring matches the instructions including the color codes (of course we understand that "verified" doesn't mean we are right, but we did do it separately and all agree).
the COMP light on the PCM never comes on. the PCM jumper is set to 12V. the CAN bus jumper is set to ON.
