There is, but it only available on Windows, and I believe it is only available if you actually install all of LabView 2014, not just the update. NI makes it available as a compiled Windows help file that you get after installing it, it'll be located in Program Files (x86)\National Instruments\, and there's a couple of vision directories in there. In the doc subdirectory of that you can find the API reference. It might also create start menu shortcuts to them, but I don't have a Windows computer in front of me at the moment so I can't be more specific.
