It's a shot in the dark, but I would try connecting the RoboRIO to the radio via wired Ethernet, then your laptop to the radio via wired Ethernet too. Ensure your laptop has an IP address on the same domain as your RoboRIO (i.e. 10.7.71.51) as well as a subnet of 255.255.255.0. Disable all other network connections on the laptop (especially wireless).

We had a few RoboRIO fail at deploying the JRE on the first attempt at the Toronto Quick Build. It sounds like insanity, but we kept trying, sometime changing one thing at a time, sometimes changing nothing at all, until it finally took.

Most of my successful attempts were directly patched via Ethernet to the RoboRio, since I didn't have a USB cable on hand.
