My interpretation of the "any" is that they're referring to the multiple kit of parts checklists included in this year's kit. Most things from past years' kits are COTS items and can be purchased by any team, whereas these wheels aren't available anymore.

However, I have found some convincing examples that address the "was COTS but is no longer available" situation:
