Rubber? Probably not, considering it's quite likely the rubber will actually increase the "coefficient of grippy," and that's the precise opposite of what lubricants are supposed to do.
If I remember correctly, the main goal of that rule is likely to prevent grease and other oily or fluid lubricants from getting all over the field, so you're probably in the clear as far as both RAW and RAI. Still would Q&A if you aren't sure.
