Labeling balls and making sure that they are in the right place will add a lot of work/time to the Field Reset process. I don't know the exact situation you are talking about but, unless all the big balls were on one side and all the smalls balls on the other. It is permitted by the rules.

This is a direct quote of the Game Manual Part 2 Page 9

I am not exactly sure how the balls being uneven would be a problem. They are released by the kickstand and anyone can knock those down at any time. They also split about 50/50 because of the way they release. So it isn't like they go only to 1 side of the field.

My point is why isn't it fair? Because as a FTC participant and FTAA I don't see the problem.
