Essentially, you get district points based on how you ranked during qualification matches, how you did during elimination matches, and if you won any awards. You can calculate your score using the link above (the FIRST site is down this weekend, ugh), and after everyone's played at two districts, the top 64 teams in the PNW move on to District Champs in Spokane.
To answer your question specifically, you aren't guaranteed a spot in Spokane for seeding highest (at least I think that's what you said), but it bodes well. Good luck in the rest of the season!
