Sounds like you're a bit between a rock and a hard place. There is no quick way to take non-electronic data (a.k.a. Paper) and convert it to electronic data (which is the easiest to analyze). It is NOT a good idea to dedicate someone to inputting written data into excel unless said student wants to, since doing so takes so much time, is tedious, and SOOOO boring. If you can only afford to use a written system, then what you need is an efficient way to sort every team's information for easy access later. One such method is containing a folder for each team in a box, ordered chronologically, so that all of a team's data is in one spot. But, this still involves a lot of paper. I would recommend using the same sheet of paper to scout multiple matches, that way each team's information only takes up 2-3 sheets of paper (which could be stapled together before the event so as to keep each team together). This will be one of the easiest ways to run through the scout's information later without too many shifting papers, if you can't afford an electronic system.
