Unless you're using another Wi-Fi router as a "workgroup bridge" or something similar to connect to the robot's D-Link access point, there is no DS Radio in the system. That indicator should not light up on the Driver Station.
If you aren't able to communicate with the robot, how have you checked the roboRIO's firmware?
