I'm not sure there ever will be, now that judges can choose to not give RAS. It would be curious to see. On the one hand, if there's only one rookie at the event and they're being awarded EI, it seems like they'd be shoe-in for RAS, but the judges may also consider EI to be a higher level award and not give RAS at all.

4911 came close last year with a win and EI their first time out, and RAS was given to 4915. District points also limits multiple judged awards going to the same team.
