Do game pieces have to be on the ground at the end of autonomous?

I just watched Quarterfinal match 3 in the Virginia and all 3 robots had cans in their possession, but didn't put them on the ground, but they still got points. I thought the rule was the robot couldn't be holding them, but I've also heard it's so rare that the judges are giving points anyway. What is the general trend?
