Other teams may make huge strides but can’t achieve what some of these winners have built over time. Perhaps a, “ what did you do new this year” question, should be part of the judgement .

I interpret that to mean new initiatives.
Also before they removed the feedback sheet was one of the main categories that teams needed to show new initiatives for that year to have a strong submission. We plateaued for a little bit in 2013 in terms of initiative and the feedback sheet telling us that was a big boon; we strived to add new outreach add events for the past two years and that has kept our submission strong.
