If you're looking for cheap(er) CAD workstations, I'd recommend at least taking a look at
Dell off-lease computers. Are they going to be the prettiest machines? No, and they might require a bit of modification, but they'll likely be cheaper than something brand new.
I've never tried this method, but I've heard it brought up several times over the past few years.
