Could the elevator be jammed or sticky enough to stall the CIM for a few seconds before it begins to move?
What version of firmware do you have on the Jaguar (v109)?
A Jaguar will protect itself from overcurrent if the CIM draws too much, e.g., is stalled too long. The Jag signals this with a red status light.
Older firmware Jags give up a lot sooner when they encounter stall conditions.
