I am quick to admit that the chairman's video is tough. 27 knocked it out of the park last year, an engaging video that wasn't purely testimonials. Otherwise it is hard to make the chairman's video unique. Making it a judged part of a teams submission seems a bit harsh. Every team can easily find writers with good technical skills in English and a computer. Cinematographers are not as easy to come by, the barrier for entry is a lot higher, and the technical skills are of similar difficulty but not many people start filming as early as they start writing; I know that too well.
TL;DR: Videos are hard and they shouldn't be a part of the judging process.
